may deem expedient and to increase the penalty for returning

before the period has expired.

Sub-section 7 provides for the banish-

-ment of deportees from the Straits Settlements, &c., a course

which in the present state of the law involves constant purely

pro forma references to the Executive Council and therefore

delay without any variation of the decision arrived at, as it

is manifestly impossible to allow this Colony to become a

dumping ground for Chinese criminals deported from other

British Colonies.
